When signing up to Facebook users are asked their age. If they enter 13-18 their account is automatically set to semi-private (friends only).
When signing up to Instagram, users are not asked their age, and their account is set, by default, to public.
If young people are using Instagram, they need to find the settings and set their profile to private (“followers only”) and know who their followers are.
